Context And Mission

The Barcelona Supercomputing Center (BSC) is looking for a Human Resources Officer, specialising in Payroll and Personnel Administration, to provide high-quality support to several departments.

Reporting to the Labour Relations Coordinator, and under the supervision of the Senior HR Officer (Payroll Coordinator), this person will be responsible for the comprehensive HR management of assigned areas, ensuring the proper implementation of HR procedures and supporting researchers and staff throughout their employment lifecycle.

Key Duties

  • Full HR Management of Scientific Departments under the advice of the HR Senior Officer:
    o Manage incorporations and contracts for the staff and fellows
    o Payroll coordination and updates for the assigned departments
    o End of relation/Offboarding processes
    o Budget controlling and analysis of the assigned Departments
  • Act as HR contact person for researchers and managers, providing guidance and resolving day-to-day HR queries
  • General support to HR & Labour Relations Coordinator (From filling to answering questions for the staff)
  • Management of the Flexible compensation scheme and Perks in coordination with other team members
  • HR data management (data intro in the ERP and different reporting systems)
  • Reporting support
  • Ensure alignment with labor regulations and institutional policies
  • This does not fully define the role but covers the main aspects and drivers for success.

Requirements

  • Education
    • University Degree or equivalent
    • Master in Human Resources will be valued
    • Or Higher Vocational Training (FPII/CFGS), and equivalent experience
    • Other training, specialised in Personnel Administration, Payroll, Compensation & Benefits, or similar, will be a plus, but is not required
  • Essential Knowledge and Professional Experience
    • 3 - 5 years of experience in an HR Department, or Labour Agency, acting as a key person for administrative payroll and HR queries
    • Solid knowledge of payroll processes and HR administrative cycles
    • Proficiency in Microsoft Office (especially Excel)
    • Excellent verbal and written communication skills (Spanish, Catalan and English).
  • Additional Knowledge and Professional Experience
    • Previous experience in research centers, academic institutions, or similar environments is highly valued
    • Experience with ERP systems

Conditions

  • The position will be located at BSC within the Management Department

  • Duration: Open-ended contract due to technical and scientific activities linked to the project and budget duration

  • A cover/motivation letter with a statement of interest in English, clearly specifying for which specific area and topics the applicant wishes to be considered. Additionally, two references for further contacts must be included. Applications without this document will not be considered.


Development of the recruitment process

The selection will be carried out through a competitive examination system ("Concurso-Oposición"). The recruitment process consists of two phases:

  1. Curriculum Analysis: Evaluation of previous experience and/or scientific history, degree, training, and other professional information relevant to the position. - 40 points
  2. Interview phase: The highest-rated candidates at the curriculum level will be invited to the interview phase, conducted by the corresponding department and Human Resources. In this phase, technical competencies, knowledge, skills, and professional experience related to the position, as well as the required personal competencies, will be evaluated. - 60 points. A minimum of 30 points out of 60 must be obtained to be eligible for the position.

The recruitment panel will be composed of at least three people, ensuring at least 25% representation of women.

In accordance with OTM-R principles, a gender-balanced recruitment panel is formed for each vacancy at the beginning of the process. After reviewing the content of the applications, the panel will begin the interviews, with at least one technical and one administrative interview. At a minimum, a personality questionnaire as well as a technical exercise will be conducted during the process.

The panel will make a final decision, and all individuals who participated in the interview phase will receive feedback with details on the acceptance or rejection of their profile.
